The Organization and Program:
The Maternal and Child Survival Program (MCSP) is the USAID/Bureau for Global Health’s flagship program that contributes to USAID’s commitment to Ending Preventable Child and Maternal Deaths (EPCMD). MCSP is implemented by Jhpiego in partnership with John Snow, Inc. (JSI), Save the Children, and Results for Development,. Working closely with the USAID mission, Tanzania government, non-governmental organizations, local communities and partner agencies, MCSP supports the implementation of evidence-based public health interventions at scale to achieve the goals of EPCMD over the next decade. John Snow, Inc. (JSI) leads MCSP’s immunization work and supports its country regional and global immunization initiatives through direct consultation, operations research, and the transfer of information and promising program approaches to those in the field. In Tanzania, MCSP works with the Ministry of Health and Social Welfare (MOHSW) and President’s Office Regional Administration and Local Government (PORALG) and their respective departments/program to achieve and sustain optimal immunization coverage
Geographically, MCSP/Tanzania support work on national level policies and guidelines and respond to the needs of the MOHSW for technical assistance. At regional level, MCSP support Kagera, Simiyu,Tabora and Shinyanga within the Lake zone in Tanzania to strengthen provision of immunization services and improve coverage. MCSP is hiring two technical advisors to be based in Tabora and Shinyanga.

Overall Responsibilities:
The MCSP Regional Immunization Officer for Tabora and Shinyanga (RITO) will focus on routine immunization and new vaccine introduction activities in Tabora and Shinyanga regions, Tanzania. The RITO will provide expertise towards the design, implementation, evaluation and documentation of interventions leading to sustainable and high quality routine immunization coverage in Tabora and Shinyanga regions. This may include providing technical input to improve the planning, management, coordination, training, monitoring, and/or evaluation of routine immunization services in the region. The officer will also serve as disease surveillance technical advisor in the regions of Simiyu, Tabora and Shinyanga.
The RITO will work as a part of the Maternal and Child Survival Program (MCSP) team and will be supervised by the MCSP/Tanzania Senior Immunization Technical Advisor.
Specific Duties:
Specific responsibilities will include, but are not limited to, the following:

• Serve as a technical advisor to the RHMT and selected CHMTs on Immunization technical activities especially on strategies to decrease the improve system performance both Tabora and Shinyanga.
• In consultation with Senior Immunization Communication and Community Officer, RITO will provide technical support for the maternal and child health issues and interventions during Regional and district PHC meetings in both Tabora and Shinyanga regions.
• Contribute to strategic planning, implementation and monitoring of immunization technical activities of the RHMT in Tabora and Shinyanga regions to improve the regional and district routine immunization programs.
• In consultation with Senior Immunization Communication and Community Officer, RITO will provide technical support for the maternal and child health issues and interventions during Regional and district PHC meetings in both Tabora and Shinyanga regions.
• Contribute to strategic planning, implementation and monitoring of immunization technical activities of the RHMT in Tabora and Shinyanga regions to improve the regional and district routine immunization programs.
• Work with Senior Immunization Technical Officer and other immunization Team members to support the immunization capacity building activities in Tabora and Shinyanga regions to improve RIVOs , DIVOs and health worker performance for RI and new vaccine introduction.
• In consultation with the Senior Immunization technical Officer, IVD, RHMT and DHMT and other partners follow-up on the Reaching Every District (RED)/ Reaching Every Child (REC) training, micro planning and implementation monitoring in the priority districts.
• Provide assistance and participate with the RHMTs and CHMTs and surveillance focal persons in the selected districts to conduct supportive supervision visits to selected ditricts
• Provide assistance and participate with the RHMTs and CHMTs in the selected districts to conduct quarterly immunization activities performance reviews supportive supervision visits to selected ditricts
• The officer will work in collaboration with the Regional Health Management Teams (RHMT), District Health Management Teams(DHMT) partners, and other stakeholders on key surveillance program strategies and plans.
• Identify and provide technical input (e.g. capacity building and training activities, supportive supervision, assistance with immunization review meetings, RED guidance) to Regional Health Management Teams and District Health Management Teams, focusing on staff responsible for the immunization program;
• Compile and analyze data for performance monitoring and evaluation of the project and work with partners in Tabora and Shinyanga regions to analyze and utilize data to take corrective actions;
• Collaborate with the MCSP/Tanzania Senior Immunization Technical Advisor, the MCSP/Tanzania team in the preparation and implementation of work plans and budgets and submit technical reports to the Senior Immunization Technical Officer Specific responsibilities of the Regional Surveillance Officer will include:
• Contribute to strategic planning, implementation and monitoring of IDSR and IVD surveillance in the regions
• Provide technical support to roll out e-IDSR in the regions and districts as planned.
• Support regions and districts to strengthen surveillance through the initiation and implementation of surveillance review meetings.
• Provide technical support to improve coordination between VPD surveillance and IDSR in the regions and districts.
• Provide technical support to improve the coordination and harmonization of data in the different surveillance systems reportable at region and district level
• Maintain close contact with the MCSP/Tanzania team.
• Provide inputs into annual work planning, in addition to quarterly and monthly detailed implementation planning, including developing activity budgets to be submitted with monthly cash flow projection.
• Provide inputs into the MCSP/TZ monthly and quarterly reports
• Other duties as assigned by the Supervisor

QUALIFICATIONS AND PERSONAL ATTRIBUTES REQUIRED:
• Citizen of Tanzania
• MPH or Medical/Nursing clinical degree and more than five years of experience in the field of public health, with specialization in immunization and maternal/child health.
• At least five years of work experience in a management position with EPI.
• Experience with managing Immunization Programs and Child Health
Programs, including provincial and/or district-based work
• Knowledge and understanding of disease Surveillance System and field Epidemiology will be an added advantage.
• Knowledge and experience in data analysis and interpretation is required
• Knowledge & experience in Computer Applications is required
• Knowledge of the Tanzanian Ministry of Health structure at all levels will be an added advantage for this position
• Experience in working in a multi-agency/organizational environment
